NFDP Hits 39 Lakh Fishers: Get Your Digital ID Now

India’s fisheries sector has just crossed a quiet milestone that matters more than most headlines: 39,20,746 fishers, fish farmers, vendors, processors and other stakeholders have now registered on the National Fisheries Digital Platform (NFDP) — the government’s digital identity system for the entire fisheries value chain. Tamil Nadu leads the count with roughly 5.03 lakh registrations, followed by West Bengal and Telangana. The figure comes from the platform’s live dashboard, reported in an analysis published on 2 November 2026 — and it is up from about 35.92 lakh registrations recorded on 6 August 2026, a jump of roughly 3.3 lakh people in about three months.

Why should that number matter to you? Because NFDP registration is no longer a formality. Under the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), registration on NFDP is mandatory for availing benefits under all of the sub-scheme’s components — aquaculture insurance incentives, performance grants for micro-enterprises, institutional credit, cooperative strengthening and traceability systems. No registration, no benefits. This post explains what NFDP is, what the 39.2 lakh figure really means, what registration unlocks, how to register step by step, and — honestly — what it does not guarantee.

What NFDP actually is — and why the government built it

India’s fisheries sector is overwhelmingly informal. Millions of people fish, farm, vend, process and transport fish without any official record of what they do — which means that when the government announces a subsidy, a loan scheme or an insurance incentive, it has no reliable way to find them, verify them or pay them. The NFDP was launched on 11 September 2024 to fix exactly that: it creates a work-based digital identity for every stakeholder in the sector and a national database behind it.

The platform is a one-stop solution for access to institutional credit, strengthening of fisheries cooperatives, incentivising aquaculture insurance, performance-based incentives, fisheries traceability systems, and training and capacity building. In the government’s own words, the aims are: gradual formalisation of the unorganised fisheries sector; greater access to institutional finance including working capital; strengthening cooperatives; a one-time incentive for aquaculture insurance; performance grants for micro-enterprises; and performance grants for safe-fish supply chains. Registration is the front door to all six.

The scale of the formalisation push is large. The government has invested ₹39,272 crore in the fisheries sector since 2015 through the Blue Revolution Scheme, the Fisheries and Aquaculture Infrastructure Development Fund (FIDF), PMMSY, PM-MKSSY and Kisan Credit Card (KCC) support. Under PMMSY alone, 46,500 facilities have been added across the value chain — transport systems, retail and wholesale fish markets, kiosks, feed mills, ice plants, cold storages and value-added enterprise units — with an investment of ₹3,393.85 crore, and five modern and smart fish markets are under development, expected to generate 15,900 jobs. Fish production has risen from 9.58 million tonnes in FY 2013–14 to 19.77 million tonnes in FY 2024–25, and seafood exports reached ₹62,408 crore in FY 2024–25, up from ₹30,213 crore in FY 2013–14. NFDP is the digital plumbing that is supposed to connect ordinary fishers to that money.

The numbers behind the 39.2 lakh — read them honestly

Individual registrations (dashboard, Nov 2026) 39,20,746
Men registered 25,74,094
Women registered 13,46,648
Organisational registrations 22,560
Registrations on 6 Aug 2026 ~35.92 lakh (PIB / Lok Sabha answer)
Growth since 6 Aug 2026 ~3.3 lakh in about three months
Bank loans sanctioned (credit module, 6 Aug 2026) 535 loans worth ₹28.04 crore
Aquaculture insurance covered (6 Aug 2026) 2,294 hectares; 127 beneficiaries / 321.74 ha received the one-time incentive (₹40.03 lakh)
Performance grants approved (6 Aug 2026) 84 applications; ₹20.55 crore eligible; ₹4.33 crore released to 21 beneficiaries
Cooperatives approved for strengthening 3,829 primary fisheries cooperatives, at ₹72.75 crore

Here is the honest part, and it matters. Registration is growing fast, but the benefits flowing through the platform are still small relative to the registered base. As of 6 August 2026, banks had sanctioned just 535 loans worth ₹28.04 crore under the credit facilitation component, against 35.92 lakh registrations. Only 127 beneficiaries had received the aquaculture insurance one-time incentive, and only 21 beneficiaries had actually received performance-grant money (₹4.33 crore of ₹20.55 crore approved). A Parliamentary Standing Committee assessment cited in the same analysis recorded roughly 20,000 loan applications and 347 sanctioned loans against a registration base of around 29 lakh at that time.

None of that makes registration pointless — it makes it a starting point, not a finish line. The digital ID gets you into the system; the loan, the insurance incentive and the grant still depend on your application, your documents, your bank and your project. Register first, then apply for the specific benefit. Do not pay anyone who promises that registration alone will deliver a loan or a subsidy — the government has never said that, and no agent can speed up a bank’s credit decision.

What registration unlocks: the six PM-MKSSY benefits

1. Institutional credit Working-capital and term loans through banks via the NFDP credit module; 535 loans (₹28.04 cr) sanctioned by 6 Aug 2026; 180 beneficiaries also received the Success Fee benefit
2. Aquaculture insurance incentive One-time incentive of 40% of the premium, up to ₹25,000 per hectare or ₹1 lakh per farmer (up to 4 hectares); SC/ST and women get an additional 10%
3. Performance grants (micro-enterprises) 25% of investment or ₹35 lakh (general) / 35% or ₹45 lakh (SC/ST/women-owned), whichever is lower
4. Performance grants (small enterprises) 25% or ₹75 lakh (general) / 35% or ₹1 crore (SC/ST/women-owned), whichever is lower
5. Grants for village-level organisations & federations Up to 35% of investment or ₹2 crore for VLOs and federations of SHGs, FFPOs and cooperatives; plus ₹10,000 (men) / ₹15,000 (women) per year for job creation and maintenance, capped at 50% of the eligible grant
6. Cooperatives, traceability & training 3,829 cooperatives approved for strengthening (₹72.75 cr); 5,500 cooperatives being strengthened to function as FFPOs with NCDC, NAFED, SFAC and NERAMAC; 2,195 FFPOs already formed, some integrated with ONDC

Two of these deserve a closer look. The aquaculture insurance incentive is the most immediately useful benefit for a fish farmer: 40% of your premium back, up to ₹1 lakh, with an extra 10% if you are SC/ST or a woman. Aquaculture insurance policies covering 2,294 hectares were already live on the platform by August 2026. The performance grant is the bigger prize for anyone running a small fish business — processing, value addition, cold chain, marketing — with up to ₹45 lakh for a micro-enterprise and ₹1 crore for a small enterprise in the SC/ST/women categories. Both are covered in depth in our earlier guides, linked below.

Women deserve a special mention here. Under PMMSY, projects worth more than ₹4,155 crore — including a central share of ₹1,572 crore — have been approved over the last five years for the benefit of more than 1.28 lakh women beneficiaries, covering fish drying, fish pickles, papad, smoked fish products, fish powder, packaging and retailing, plus mobile fish-vending units and micro-processing enterprises. Women already make up 13.46 lakh of the 39.2 lakh NFDP registrations — about a third of the total — and the scheme’s higher grant rates and job incentives for women are designed to push that share higher.

How to register on NFDP: step by step

  1. Go to the official portal: nfdp.dof.gov.in. Use only this address. Do not register through any agent’s website or a link sent on WhatsApp — the portal is free and the process is designed to be done by the applicant.
  2. Click “New User Registration”. You will be asked to verify your mobile number with an OTP. Keep the phone that receives the OTP with you, and use a number linked to your Aadhaar where possible.
  3. Fill in your details. The portal asks for your work-based identity: what you do in fisheries (fisher, fish farmer, vendor, processor, worker, enterprise), where you work, and your contact details. Fill in what applies to you — the whole point of NFDP is a work-based identity, so describe your actual work.
  4. Upload the documents the portal asks for and submit. Keep your Aadhaar and bank account details ready, since benefit payments are made through bank transfer. If any field is unclear, ask at your nearest Common Service Centre (CSC) rather than guessing.
  5. No internet or smartphone? Register through a Common Service Centre (CSC) or use the NFDP mobile app. CSCs exist in most blocks and panchayats, and they can complete the same registration for you.
  6. Check your registration status on the portal after submitting, and keep your login details safe. Your digital ID is the key to every later application — insurance, credit, grants — so treat it like your Aadhaar number.

Scheme guides also report a ₹100 incentive for self-registration on NFDP — a small payment to encourage fishers to register themselves rather than through intermediaries. That figure comes from scheme guides, not from the PIB releases we verified, so confirm the current amount on the portal before relying on it. Either way, the real value of registration is not ₹100 — it is eligibility for the insurance, credit and grant benefits above.

Three things to know before you register

There is no deadline — but the scheme does end. NFDP registration is open throughout the year; there is no last date to apply. But PM-MKSSY itself runs only to FY 2026–27, which ends in March 2027. Registering now puts you inside the system while all six components are still live; waiting until the last quarter risks missing the current scheme cycle.

Kisan Credit Card is NOT applied for through NFDP. The government has clarified that KCC applications are not processed through NFDP (or through the livestock platform Bharat Pashudhan). If you want a KCC for fisheries — the credit limit was raised from ₹2 lakh to ₹5 lakh from 2025–26 — apply through your bank, not through the NFDP portal. Do not let anyone charge you for a “KCC through NFDP” service that does not exist.

Registration is the gateway, not the benefit. The 535 sanctioned loans against 35.92 lakh registrations is the clearest proof: an NFDP ID makes you eligible to apply for credit, insurance incentives and grants, but each benefit has its own application, documents and approval. Apply for the specific benefit after registering, follow up with your bank or district fisheries office, and keep copies of everything you submit.

Frequently asked questions

What is NFDP?
The National Fisheries Digital Platform, launched on 11 September 2024 under PM-MKSSY. It creates a work-based digital identity for fishers, fish farmers, vendors, processors and other fisheries stakeholders, and serves as the one-stop gateway to institutional credit, aquaculture insurance incentives, performance grants, cooperative strengthening, traceability and training.

How many people have registered on NFDP?
39,20,746 individuals as per the platform’s live dashboard reported in November 2026 — including 25,74,094 men and 13,46,648 women — plus 22,560 organisational registrations. The official count on 6 August 2026 was about 35.92 lakh, so roughly 3.3 lakh people registered in about three months. Tamil Nadu leads with about 5.03 lakh registrations.

Is NFDP registration free?
Registration on the official portal (nfdp.dof.gov.in) is a government service — do not pay any agent for it. Scheme guides report a ₹100 incentive for self-registration; confirm the current amount on the portal.

Is registration compulsory?
Yes, in practice: registration on NFDP is mandatory for availing benefits under all components of PM-MKSSY — insurance incentives, performance grants, credit facilitation and cooperative support. Without it, you cannot claim those benefits.

Can I apply for a Kisan Credit Card through NFDP?
No. The government has clarified that KCC applications are not processed through NFDP. Apply for a fisheries KCC through your bank.

Does registration guarantee a loan or a grant?
No. Registration makes you eligible to apply. As of 6 August 2026, only 535 loans (₹28.04 crore) had been sanctioned and only 21 performance-grant beneficiaries had received money, against 35.92 lakh registrations. You must apply separately for each benefit.

When does PM-MKSSY end?
The sub-scheme runs for four years, FY 2023–24 to FY 2026–27, with an outlay of ₹6,000 crore. Registration is open year-round while the scheme is live.
