Class 10 Pass? Sail the Seas: CIFNET’s 120 Seats

If you have just finished Class 10 and dream of working at sea, you do not have to wait for a degree. The Central Institute of Fisheries Nautical and Engineering Training (CIFNET), Kochi — a Government of India institute under the Department of Fisheries — trains young people to work on deep-sea fishing vessels through two two-year residential trade courses: the Vessel Navigator Course (VNC) and the Marine Fitter Course (MFC). Admission is through an all-India Common Entrance Test (CET), and there are 120 seats every year across three centres.

Read this carefully before you get excited: the CIFNET CET 2027 notification has not been released yet as of 4 November 2026. The 2026 admission cycle closed with the third allotment lists on 13 August 2026. Every 2027 date in this guide is therefore an expected date, based on the 2025 and 2026 cycles — not an announced date. The 2027 notification is expected around April or May 2027. Treat this post as your preparation guide, not as an open application window, and check the official site cifnet.gov.in before you post any form or demand draft.

The Two Courses: Navigator or Fitter?

Both courses run for two years and are residential, but they train you for different jobs on a vessel. Pick the one that matches your interest — and note that if you apply for both, you get two roll numbers but sit a single test.

Course What you learn Seats (all centres)
Vessel Navigator Course (VNC) Navigation and seamanship — steering a vessel, reading charts and instruments, and working on the bridge 60 (48 through CET + 12 State-sponsored)
Marine Fitter Course (MFC) Marine engineering and fitting — maintaining and repairing a vessel’s machinery and equipment 60 (48 through CET + 12 State-sponsored)

After the course, the career ladder is real but not automatic: after the required sea service, you can take the competency examinations of the Mercantile Marine Department and rise to Mate, Skipper or Chief Engineer level on deep-sea fishing vessels. Nobody becomes a skipper the day they finish the course — sea time comes first.

Who Can Apply: Eligibility in Plain Words

  • Education: You must have passed Class 10 (SSLC or equivalent) with at least 40% marks in Mathematics and in Science, counted separately. Students writing Class 10 in the year of admission can also apply.
  • Age: 15 to 20 years on 1 August of the admission year. The upper age limit is relaxed by 5 years for SC and ST candidates.
  • Physical fitness: You must be fit for hard work on board fishing vessels and bring a fitness certificate from a government medical officer at admission.
  • Vision (VNC only): You must pass the eye test of a doctor approved by the Directorate General of Shipping before admission.
  • Where you can apply from: Admission is open on an all-India basis — you can apply from any state.
  • Gender: The 2026 notification set no gender condition for VNC or MFC. Confirm this again in the 2027 notification when it is released.

Seats: How the 120 Are Shared Out

At every centre, 20 seats per course are split as 16 CET seats and 4 State Government or Union Territory sponsored seats, preferably for candidates from the fishermen community. If sponsored seats are not taken, they go to CET-qualified candidates on merit — but without stipend.

Course CET seats by category (all centres)
VNC — 60 seats General 22, EWS 4, OBC 12, SC 7, ST 3 (48 CET seats; 12 sponsored)
MFC — 60 seats General 22, EWS 4, OBC 12, SC 7, ST 3 (48 CET seats; 12 sponsored)

That category split is the 2026 pattern. The 2027 notification governs — if it changes the split, the notification wins.

Expected 2027 Timeline (Not Announced Yet)

CIFNET has not released the 2027 notification, so the dates below are expected months based on the 2025 and 2026 cycles, when the form deadline was 16 June in both years. Do not book travel or buy a demand draft against these dates alone.

Event Expected (2027) What happened in 2026
Notification April 2027 Published in May 2026
Application deadline June 2027 16 June 2026 (forms received by post)
Common Entrance Test July 2027 4 July 2026, starting 10:00 AM
Rank lists July 2027 14 July 2026
Centralised counselling July 2027 23 and 27 July 2026, at CIFNET Kochi
Classes begin August 2027 (expected) 4 August 2026

Fees and Stipend: What It Cost in 2026

These are 2026 figures. The 2027 prospectus may revise them, so budget with a margin and verify before paying.

Item (2026) Amount
Application fee — General / OBC Rs. 350 by demand draft
Application fee — SC / ST Rs. 175 by demand draft
Admission fee at counselling Rs. 1,000 by demand draft
First instalment on joining Rs. 22,825 at the allotted centre
Tuition fee Rs. 3,000 a year (Rs. 250 a month)
Hostel rent Rs. 4,800 a year (Rs. 400 a month)
Deposits (caution, hostel mess, vessel mess, study tour) Rs. 11,800 in total
Other fees Sports, magazine, swimming, lab, council and computer — the balance of the Rs. 22,825 first instalment
Stipend (stipendiary seats) Rs. 1,500 a month for 24 months

Two money details are easy to miss. First, to get the stipend you submit a Rs. 15,000 surety bond with a fixed deposit — the stipend is not free money with no paperwork. Second, after the course, CIFNET offers Post Institutional Training by merit rank with a stipend of Rs. 20,500 a month and a one-time Rs. 2,500 uniform allowance. That post-course stipend is far larger than the training stipend, but it is merit-based, not guaranteed to every student.

How to Apply: Step by Step (Offline — There Is No Online Form)

This is the part that trips up applicants who expect an online portal. In 2026 there was none, and the 2027 process is expected to work the same way:

  1. Wait for the notification. Watch the admission page of cifnet.gov.in from April 2027. Do not send any form before the 2027 notification is out.
  2. Download the form and prospectus from cifnet.gov.in once the 2027 notification is released.
  3. Fill the form by hand, in English, in capital letters — one character per box. Choose VNC, MFC or both, and your preferred test centre (Kochi, Chennai or Visakhapatnam).
  4. Get a demand draft for the fee in favour of “Pay and Accounts Officer, Kochi”, payable at Ernakulam. In 2026 the fee was Rs. 350 (General/OBC) or Rs. 175 (SC/ST).
  5. Attach the documents: copies of your Class 10 marksheet, age proof, and — if you claim a reserved category — a valid SC, ST, OBC-NCL or EWS certificate, plus one self-addressed unstamped envelope (11 x 22 cm).
  6. Post it to The Director, CIFNET, Fine Arts Avenue, Foreshore Road, Kochi 682016, so that it reaches by the last date. Late or incomplete forms, or forms without the original demand draft, age proof, Class 10 marksheet or category certificate, are not considered.
  7. Sit the CET at your chosen centre. The 2026 test started at 10:00 AM. The prospectus does not publish a section-wise pattern or syllabus — and since eligibility rests on your Class 10 Mathematics and Science marks, revising those two subjects well is the smartest preparation.
  8. Check the rank lists on cifnet.gov.in (separate lists for VNC and MFC), attend centralised counselling at CIFNET Kochi if ranked, fill the training centre allotment form with your centre preference, pay the Rs. 1,000 admission fee, and report to the allotted centre with original documents and the first instalment.

Five Questions to Ask Before You Apply

  1. Am I ready for residential life at sea? Both courses are fully residential, with practical training on board deep-sea fishing vessels. This is not a classroom-only course.
  2. Do I clear the 40% rule in both subjects? The rule counts Mathematics and Science separately — 40% in one does not cover a shortfall in the other.
  3. Is my age inside 15–20 on 1 August 2027? Check the 2027 notification’s reference date; SC/ST candidates get the 5-year upper-age relaxation.
  4. For VNC, will I pass the shipping-approved eye test? Get your eyes checked early rather than after counselling.
  5. Can I afford the first instalment? In 2026 it was Rs. 22,825 plus the Rs. 1,000 admission fee — plan for it now, and do not pay anyone who claims to sell a seat. CIFNET seats come only through the CET and the official counselling.

What This Is Not

Do not confuse this CET with CIFNET’s B.F.Sc. (Nautical Science) degree — that degree has a separate admission route. This CET is only for the two-year VNC and MFC trade courses after Class 10. And do not confuse CIFNET with CIFE (the Central Institute of Fisheries Education, Mumbai), which runs postgraduate fisheries degrees. Similar-sounding names, completely different courses.

Frequently Asked Questions

Is the CIFNET CET 2027 application open now?
No. As of 4 November 2026, no 2027 notification has been issued. The notification is expected around April–May 2027.

Can I apply online?
No — in 2026 the form had to be downloaded, filled by hand and posted to CIFNET Kochi with a demand draft. Expect the same offline route for 2027 unless the new notification says otherwise.

What if I am appearing for Class 10 in 2027?
You can apply — students writing Class 10 in the year of admission are eligible, provided you meet the 40% marks rule in Mathematics and Science separately.

Is there a published syllabus for the CET?
No. The prospectus does not publish a section-wise pattern or syllabus. Revise Class 10 Mathematics and Science thoroughly.

Do girls apply for VNC and MFC?
The 2026 notification set no gender condition. Recheck the 2027 notification when it is released.

What is the medium of instruction?
English, as stated in the 2026 prospectus.
