PMMSY Gives Fish Farmers 60% Subsidy in 2026

What Is PMMSY?

The Pradhan Mantri Matsya Sampada Yojana (PMMSY) is the Government of India’s flagship fisheries scheme, launched by Prime Minister Narendra Modi on September 10, 2020, with a record investment of ₹20,050 crore. The scheme has now been extended till September 2026, giving fish farmers a fresh window to claim benefits.

The results so far speak for themselves: India’s fish production has more than doubled from 9.6 million tonnes in 2013-14 to 19.8 million tonnes in 2024-25, and seafood exports touched an all-time high of ₹73,890 crore in FY 2025-26. PMMSY is the engine behind this Blue Revolution — and individual fish farmers can claim a direct share of it.

PMMSY Benefits: Subsidy, Insurance and Income Support

Here is what a fish farmer can get under PMMSY in 2026:

Benefit Details
Capital subsidy 40% of project cost for general category; 60% for women, SC and ST beneficiaries
Covered activities New ponds, shrimp ponds, RAS, biofloc units, hatcheries, nurseries, aeration systems, ice plants, cold storage, refrigerated vehicles, fish kiosks, mini feed mills, seaweed cultivation
Accident insurance ₹5 lakh for death/permanent total disability; ₹2.5 lakh for permanent partial disability; ₹25,000 for accidental hospitalisation
Lean-period support ₹3,000 per fisher to socio-economically backward traditional fisher families during fishing ban/lean period

The 60% subsidy slab is a game-changer: for a pond project costing ₹5 lakh, a woman entrepreneur pays only ₹2 lakh out of pocket. The balance can be tied up through bank credit, including Kisan Credit Card facilities extended to fisheries.

Who Can Apply for PMMSY?

  • Individual fishers and fish farmers
  • Self-Help Groups (SHGs), cooperatives and Fish Farmer Producer Organisations (FFPOs)
  • Entrepreneurs and private firms in fisheries and aquaculture
  • SC/ST and women applicants (eligible for the higher 60% subsidy slab)

The scheme runs in all States and Union Territories through the respective State Fisheries Departments. For more scheme updates, see our Fisheries Schemes section.

PM-MKSSY: New Insurance Support for Fish Farmers in 2026

A major 2026 highlight is the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY), a ₹6,000-crore sub-scheme under PMMSY running till FY 2026-27. Its standout feature is aquaculture insurance: the government gives a one-time incentive of up to 40% of the insurance premium — capped at ₹25,000 per hectare and ₹1 lakh for up to 4 hectares — paid directly through DBT for one crop cycle.

Four public insurers (OICL, AICL, NIAL, UIIC) already cover shrimp, prawn, freshwater and cold-water species, protecting farmers against disease, floods and climate shocks. Over 35.92 lakh stakeholders have registered on the National Fisheries Digital Platform (NFDP), and 127 insurance claims worth ₹40.03 lakh have already been disbursed.

How to Apply for PMMSY Subsidy: Step by Step

  1. Contact your District Fisheries Officer or State Fisheries Department and identify the PMMSY component that fits your plan (pond, RAS, biofloc, hatchery, etc.).
  2. Register on the National Fisheries Digital Platform at nfdp.dof.gov.in — registration is the gateway to all benefits.
  3. Prepare a simple project report with cost estimates for your chosen activity.
  4. Submit the application with the documents listed below, either online or at the district fisheries office.
  5. Approval and DBT: after verification, the subsidy is released directly to your bank account.

Documents Required

  • Land ownership or lease documents for the farm site
  • Project report with cost estimates
  • Caste certificate (for SC/ST 60% slab) and income proof where asked
  • Passport-size photographs

Punjab Shows the Way: Women Lead the Charge

Punjab’s experience shows what is possible. By September 2026, ₹3,667.08 lakh had been disbursed under PMMSY in the state — and 239 women received ₹1,947.96 lakh, fully 53% of the total. Women moving from wheat-paddy to shrimp ponds, biofloc units and RAS systems are getting 60% subsidy against 40% for the general category, plus free training from the Fisheries Department. If you are a woman entrepreneur in fisheries, 2026 is your window.
