If you run a small fish processing unit, a cold-chain venture, a feed mill, a packaging unit or any other micro or small business in the fisheries value chain, there is a central grant you may be missing: the Performance Grant under the Pradhan Mantri Matsya Kisan Samridhi Sah-Yojana (PM-MKSSY). It rewards enterprises that invest in safety and quality assurance systems — and for an SC, ST or woman-owned microenterprise, it can be worth up to ₹45 lakh.
This is not a loan and not a subsidy on paper alone. It is a performance-linked grant: the government pays a share of your actual investment once you meet measurable parameters. Here is exactly how much you can get, who qualifies, and how to apply.

PM-MKSSY was approved by the Union Cabinet on 8 February 2024. Its stated purpose is to formalise India’s largely unorganised fisheries sector — giving fishers, fish farmers, vendors, processors and micro and small enterprises a digital identity on NFDP, better access to institutional credit, and incentives to upgrade quality.
How Much Grant Can You Get? The Full Table
The grant is a percentage of your total investment, subject to a hard rupee cap — you get whichever figure is lower. The official rates, confirmed in a Lok Sabha answer on 11 August 2026 and a Press Information Bureau release of 2 April 2025, are:
| Enterprise type | General category | SC / ST / Women-owned |
|---|---|---|
| Microenterprise | 25% of investment or ₹35 lakh, whichever is lower | 35% of investment or ₹45 lakh, whichever is lower |
| Small enterprise | 25% of investment or ₹75 lakh, whichever is lower | 35% of investment or ₹100 lakh (₹1 crore), whichever is lower |
| Village-level organisations and federations of SHGs, FFPOs and cooperatives | Up to 35% of investment or ₹200 lakh (₹2 crore), whichever is lower | |
On top of the investment-linked grant, PM-MKSSY aims to pay ₹10,000 per year for each job created and maintained for a man, and ₹15,000 per year for a woman, subject to a limit of 50% of the total eligible grant. In other words, hiring — especially hiring women — directly increases what your enterprise can claim.
Worked Examples: What the Caps Mean in Practice
The “whichever is lower” rule matters, so run your own numbers before applying:
- General-category microenterprise investing ₹1 crore: 25% is ₹25 lakh, below the ₹35 lakh cap — so the grant is ₹25 lakh.
- General-category microenterprise investing ₹1.6 crore: 25% is ₹40 lakh, above the ₹35 lakh cap — so the grant is capped at ₹35 lakh.
- Woman-owned microenterprise investing ₹1 crore: 35% is ₹35 lakh, below the ₹45 lakh cap — so the grant is ₹35 lakh.
- Woman-owned microenterprise investing ₹1.5 crore: 35% is ₹52.5 lakh, above the ₹45 lakh cap — so the grant is capped at ₹45 lakh. That ₹45 lakh figure is the headline maximum for a microenterprise.
- General-category small enterprise investing ₹4 crore: 25% is ₹1 crore, above the ₹75 lakh cap — so the grant is capped at ₹75 lakh.
These are arithmetic illustrations from the official rates, not promises: your actual grant depends on verified investment and on meeting the scheme’s measurable performance parameters.
Who Can Apply?
The Performance Grant is aimed at micro and small enterprises in the fisheries and aquaculture value chain — for example, units handling fish processing, cold storage and cold chain, packaging, value-added products, feed, and marketing infrastructure that adopt safety and quality assurance systems. Village-level organisations and federations of self-help groups, fish farmer producer organisations (FFPOs) and cooperatives have their own higher cap of ₹200 lakh.
Two conditions apply across PM-MKSSY:
- NFDP registration is mandatory. You must be registered on the National Fisheries Digital Platform (nfdp.dof.gov.in) to access any benefit under the scheme. As of 6 August 2026, about 35.92 lakh fishers, fish farmers and other stakeholders had registered.
- You must be genuinely engaged in fisheries or aquaculture activity. The grant is for the fisheries value chain — not for general food businesses with no fisheries link.
How to Apply: Step by Step
- Register on NFDP. Go to nfdp.dof.gov.in, create your account with your mobile number and OTP verification, and complete your profile with Aadhaar-linked bank details. Registration is free.
- Identify your enterprise category. Confirm whether your unit counts as a microenterprise, a small enterprise, or a village-level organisation/federation — the cap that applies to you depends on it, as does the SC/ST/women-owned rate if applicable.
- Prepare your investment plan. Document what you will spend on safety and quality assurance systems — equipment, testing, cold-chain upgrades, hygiene and packaging improvements — with bills and quotations, since the grant is calculated on verified investment.
- Submit through the NFDP route for the Performance Grant component. Follow the portal’s application flow for your enterprise type, and keep every supporting document ready for verification.
- Contact your State Fisheries Department or the National Fisheries Development Board (NFDB), Hyderabad, if you get stuck. District fisheries officers are the on-ground route into PM-MKSSY for most applicants.
- Do not pay any agent or middleman. NFDP registration and scheme applications are government processes; anyone charging a fee to “secure” your grant is not part of the scheme.
How Far Has the Grant Actually Reached?
Honest numbers matter more than headlines. According to the Lok Sabha answer of 11 August 2026, under the Performance Grant component, 84 applications had been approved with an eligible grant of ₹20.55 crore, of which ₹4.33 crore had been released to 21 beneficiaries at that point. The same answer records 3,829 primary fisheries cooperatives approved for strengthening at a total cost of ₹72.75 crore under the wider sub-scheme.
Read that plainly: the grant is real and money has been released, but uptake is still small relative to the 35.92 lakh NFDP registrations. That gap is exactly why eligible enterprises should check their position now, while the scheme period (through FY 2026-27) is still running — rather than assuming the window will reopen later.
What This Grant Is Not
- It is not the PM-MKSSY insurance incentive. That is a separate component — a one-time incentive of 40% of the aquaculture insurance premium, capped at ₹25,000 per hectare or ₹1 lakh per farmer. We covered it separately; do not confuse the two amounts.
- It is not an upfront cash payment. It is performance-linked, paid against verified investment and measurable parameters.
- It is not a PMMSY capital subsidy. PMMSY’s beneficiary-oriented assistance (40% general, 60% SC/ST/women) is a different window with its own rules.
- It has no single published last date in the sources checked. Anyone quoting you a “last date” for the Performance Grant should be asked to show the official notice — the scheme’s own period runs to FY 2026-27.
Frequently Asked Questions
Can a woman-owned microenterprise really get ₹45 lakh?
Yes, as the ceiling: 35% of investment or ₹45 lakh, whichever is lower. You reach ₹45 lakh only if 35% of your verified investment is at least that much — roughly ₹1.29 crore of investment.
Do I need a bank loan first?
PM-MKSSY separately facilitates access to institutional credit through NFDP, but the Performance Grant itself is calculated on your investment, not on a loan. Check the portal’s current component guidance for your enterprise type.
Can a cooperative or SHG federation apply?
Yes — village-level organisations and federations of SHGs, FFPOs and cooperatives have their own cap: 35% of investment or ₹200 lakh, whichever is lower.
Is registration on NFDP enough to get the grant?
No. Registration is the mandatory gateway, not the grant itself. You must separately apply under the Performance Grant component with a documented investment plan.
Where do I check the current status?
On the NFDP portal (nfdp.dof.gov.in) and through your State Fisheries Department or NFDB. If a deadline or document list has changed since this post, the portal is the authoritative source.

Fact-Check Note (4 November 2026)
Every rate, cap and figure in this post was checked on 4 November 2026 against official sources: Lok Sabha Unstarred Question No. 3749, answered 11 August 2026 (PM-MKSSY status — ₹6,000 crore outlay, FY 2023-24 to FY 2026-27, micro/small/VLO grant rates, ₹10,000/₹15,000 job incentive capped at 50% of eligible grant, 35.92 lakh NFDP registrations as of 6 August 2026, 84 Performance Grant approvals worth ₹20.55 crore with ₹4.33 crore released to 21 beneficiaries, 3,829 cooperatives approved at ₹72.75 crore) and the Press Information Bureau release of 2 April 2025 (Component 3 Performance Grant rates for micro and small enterprises). No single application deadline is claimed, because none is published in those sources; the scheme period runs through FY 2026-27. Worked examples are arithmetic from the official rates. If any figure changes in a later official update, the NFDP portal and the Department of Fisheries are authoritative.
